Stronghold Governance
Dear citizens of Thornhaven,
We have unoccupied strongholds within our city. Ye shall please review the regulations below.
1. Beginning Process:
- A group of dreamers 3 or more request an audience with the King and Queen to present their proposal for opening a house.
- They will articulate their ideas, goals, and plans for the house.
2. Granting of Approval:
- The group is immediately temporarily granted a fellowship and a key to use while preparing to establish their house.
- You begin operating as a fellowship till you are ready.
3. House primes:
- Each house will create a prime, a device that collects and stores strength. This will be the house prime.
- You must collect and reserve enough strength for initiating and Knighting members. The prime drain during initiation has always been as follows: 100 strength per Gentry. 500 to Knight someone. 1000 to Ascend to Lord.
4. House Opening:
- When ready to move forward and open house; Meeting at the round table where two Knight's will be made. 1 who will serve as the first chosen Lord, and 1 who will first serve as the first chosen Knight. The one who will ascend to Lord will then be provided with a Support Ascension token from the King and Queen and will need to get their final support from their intended Knight in order to be able to Ascend. (If two Lords intended, ascension tokens will be given as needed)
- From there, you can choose when and where you will open the house and begin the initiation/oath process on your own.
UpKeep
Monthly Taxation
- Each house will be given a second container each month to fill to a minimum of 30k strength in order to satisfy their monthly tax obligation. (This secondary container is separate from the prime that powers your house.)
- There is a device at the Kingdom that is powered by the Monarch’s Prime. Your monthly strength obligation will be drained into the Monarch’s Prime in order to power the protective thicket surrounding the city, as well as the city itself.
- This strength is crucial for powering the city; low reserves can endanger the city's stability and the thicket of protection around it.
- A surplus of overall strength for the city can result in new areas being uncovered or enhancements to existing areas.
- A dwindling overall strength for the city can result in loss of access to areas (rooms, planes, etc).
- Each house will be responsible for bringing their container to the Kingdom at the first of the month and present it to the tax collector.
- Rewards will be given to each house who offers additional strength beyond their 30K obligation.
House Rewards Tier System
Each Tier also grants the reward from the previous Tier(s).
- Tier 1: Base 30k + 10K - 1 Reward Token per house member granted at the Lord's discretion.
- Tier 2: Base 30K + 20K - An area effect item placed in your home’s sanctuary granting a focal regen effect for the element of their choosing.
- Tier 3: Base 30K + 30K - An area effect item placed in your home’s sanctuary granting a protective art of your choosing. (FA, RF, Prot, Vision).
Ex 1: Your house brings in 60k strength. Your house will receive:
- 1 Reward Token per member granted at the Lord's discretion.
- 1 Area Effect item placed in your sanctuary granting a focal regen for the element of your choosing.
- 1 Area Effect item placed in your sanctuary granting a protective art of your choose. (FA, RF, Prot, Vis).
Ex 2: Your house brings in 50k strength. Your house will receive:
- 1 Reward Token per member granted at the Lord's discretion.
- 1 Area Effect item placed in your sanctuary granting a focal regen for the element of your choosing.
Consequences of Failure:
- If a stronghold fails two consecutive prime drains penalties ensue: (this is the current prime drain in place, only different policy)
- Loss of sanctuaries and vaults.
- Potential loss of approval, reverting the house to a fellowship status.
- Draining of the Prime into the Monarch's reserve.
During crises or specific events, or ye house begins to suffer from lack of strength in the power source, extra strength may be required from the houses to stabilize the city.
Additional Notes and clarifications
- Start of a fellowship to prepare to open the house. This is the process for when a leaders wish to open a house. The process is required to hold the fellowship for at least 5 days, but no more than 60 days while they prepare to build their following. If a dreamer cannot gain a following within the 60 days, the lock will be removed from the fellowship until a later time when the dreamer is ready.
- Build the prime and begin to fill it: How the group wishes to build their prime is up to them.
- Houses and Fellowships: Have followers and purpose. With three dreamers, the house will only be allowed to have 1 vault open. 4 members 2 vaults open, 5 members 2 vaults open, 6 members and more all vaults and rooms open back up in the house.
(Closing of additional rooms as well within the house if you have below six members. But giving the opportunity to build up their house and having all the rooms open is the incentive for that)
House Activity/Inactivity
Lords must be active and giving direction. Knights and Gentry in the houses, please seek to remove a Lord if they're not active or pushing house activity.
Discussion with the King and Queen if you are dreaming long enough to hold on to your status.
If a house is non productive examples (not doing anything, not dreaming, not turning in their monthly strength, no activity with the house, etc etc) the King and Queen may advise.
Each house will be invited to quarterly round table meetings at the Kingdom. These meetings are an opportunity to voice opinions about the current situation with houses, etc. Participation is not required, but if a house ONLY participates in these meetings, it will be viewed as an inactive house.
