In the fourth month of the Year of the Rebuilding, the Freespirit Isun organized a Soulmaster Group which would be called "the Guardians of the Soul." The purpose of this group was to uphold the honor of Soulmasters in the dream, and employ their unique talents for the betterment of the City. During this time, Tykoth ran rampant. In an effort to help subdue the demon and free his victims, Guardian historian Sanctus retrieved an ancient book of Soulmaster rituals called the "emerald tome." Within this book he discovered a means to create a Sceptre which could only be yielded by the pure of heart.

The Sceptre was made from a stalactite from Mt. Illapse, purified with the waters of the Lake of Tears, inscribed with symbols by all Soulmasters present, and sealed in the pool in Fayd's Fortress. The Guardians planned to use this tool against Tykoth's evil influence on the Dream City, however, the very next night, Tykoth bolted into the Fortress and stole the Sceptre away.

The Soulmasters embarked on a chase of the demon, appealing to Joshua and trying to convince the thief that the Sceptre would be little use to him. Tykoth let out a sinister laugh and retorted that the Sceptre could be used to his own advantage. With that, the hunt was on, and the City Guard, formed a few months before, was in pursuit of the dark spirit. At last, the Sceptre was returned to the Guardians, and they employed it in freeing the last of Tykoth's victims from his evil influence.

In autumn of that same year, the Guardians found use for the Sceptre of Souls once again. When meeting to reforge the Sepent's Venom, a Soulmaster blade whose components had been scattered across the dream, they found themselves missing one piece. The Sceptre was used to replace the last piece. The shards were heated in the Cenotaph of Dread, molded at the Ring of Passage, and carried to the Lake of Tears to cool. Haleth Dagore was first to lift the burning blade from the waters, searing his hands in the process and for which Kumari, newly introduced to the Post-Great Loss Dream and the original forger of the blade, was called forth to release Haleth of the burden. Unfortunately, the blade's corruption resulted in Kumari's corruption, and following a battle Kumari took the blade. Later Kumari would restore the blade to the Order of the Sable Moon so that they might employ its shards in reforming the true Serpent's blade.
