The Nightstalkers - WishBringer has been shown to be among their ranks and they are coming, from all accounts.
The Nightstalkers are not to be engaged as a threat until they are proven as one.
The Darkness has been identified as the greatest threat to the city right now, and it's agent, the Revenant (dreamer), is to be engaged whenever possible.
The portal cannon has been aligned and pointed at the correct portion of the wall.
A jig has been placed in front of it so that it can only hit areas within the jig, making it more reliable.

Minutes:
Sadara provided updates on the status of the Revenant (dreamer), Cova Esquire, and the demise of Ixu'pi.
Updates of discoveries in the Lost Sea were also delivered, as the Library is now opened.

Pinhook and Ballaster were initiated into the City Guard.
The members of the City Guard will be needed soon - as there is a bunch of poisonous plants out front of our current guard hall.
I will be appointing someone to take on that process soon.
The water cannon was completed, with the help of all the dreamers present.
The next steps will be to etch the wall and then begin excavation on the other side, once we have stability.
Liolira is to be commended for all her hard work that has led to the results we see.

Discussions - The City Guard will not be declaring either Dr. Graves - nor the Arretians as a threat to the dream, with the current available information. Both parties are welcome to clarify their position - but the city guard will not be taking direct action for or against either party.
There was a great update provided by Liolira and Stormy Edwards with regards to the relocation of the Guard Hall in Evernight Plateau. We are progressing slowly - but we are ever moving forward
Jade has provided a plan and experiment to move the Revenants off of Edgeward Barrows into the Palisade. Once they are moved, there are aspirations to make them the guardians of the Palisade.
The evening was capped off by a team battle using only arts.

City Guard - Meeting Notes, July 24 2020

The City Guard will be hosting a second meeting in the Threshold Pits Dueling Arena on Wednesday, July 24.
We will be accepting any additional parties interested in joining the guard. We will be looking for leadership roles, known as the Ghaz-Skulls, in the near future for those who aspire to lead one of the three factions.
There will also be scrimmage practice after the conclusion of all meeting topics.

Code of Conduct: (Failure to Abide by any of these Codes of Conduct will lead to City Guard investigation.) It is up to the discretion of the Guardsman in how to deal with each said situation, and future and unforsaw situations. Guards will conduct their investigation and once decided, the guilty will be convicted and can earn up to their entire dream being in an incoherant state outside of sanctuary for their entire visit within the city. The Guilty will be judged by the arresting or investigating officer, and it is at their discretion in what your penalty will be. They may either collect your essences any number of times they desire or they can accept offerings or payments if you will, to pay for your crimes to the investigating officer, and to the victim as well for reparations. It is for your own benefit that you cooperate, and assist each Guard as they commit to their duties for failure can lead to severe consequences and penalties. In Case of Misconduct or reports of a City Guard, report to General Lu Chaos or General Harkyn for a thorough investigation of said Guard.)
1.) The City Guard recognizes there be times houses will war with one another, the Guard will assist in negotiating terms to end the wars, and ensure a prompt end should the war drag on for too long.
2.) There is to be no Firestorming or Razorwinding in largely populated rooms filled with dreamers engaging against enemies. This is due to the large amounts of damage the perps dish out via these arts. It is encouraged to use these arts when in a room filled with only a few of your party members.
3.) The City Guard will assist with all investigations of stolen property, petty theft, whether it be invasion of stronghold essence rooms, or stealing of primes. Report to your nearest City Guard and they will assist you with your situation. We will get to the bottom of this situation with a thorough interrogation and hopefully the talisman is returned quietly and peacefully.
4.) If under interrogation by a Guard, it is best to acknowledge that the Guard is only there to help the situation, being abrasive and speaking down on a Guard will not help your situation, and possibly, might lead to direct bodily harm. if the Guard deems it necessary. Always show respect, as per duty... We are only there to help the situation.
5.) Failure to cooperate during any investigation may possibly lead to force when dealing with a Guard. Simply assist the Guard with their questions so that they can move on with their duties. Attempting to dissuade, confuse, or lie to a Guard may lead you to losing your incoherence.
6.) There will be no false beliefs in this city. If found guilty of spreading lies and deceit among-st the population for gain, you will be handled severely. Your prime may be confiscated until alterations of your house beliefs are made publicly to fix the lies that were spread. In failure to do so, City Guard will have full rights to lay siege to your house and housemates until prime is handed to your City Guard.
7.) Disrespecting a member of the City Guard will not be tolerated. Any slander, threats, negative comments, assault, or lies spread on a member of the City Guard, will lead too a prompt dissolution of your coherence. It is advised that you show the upmost respect to a member of the City Guard, we are only here for your benefit and to help you.
8.) If caught or reported to be aiding or giving sanctuary to the accused against a member of the City Guard, you will be thoroughly investigated and if found guilty, the City Guard will have all rights to act appropriately.
9.) If found guilty of falsely claiming to be a member of the City Guard, the Guards will deal with said group and co-conspirators immediately. We have zero toleration for falsifying information to the public. If you know of any dreamer who claims to be a member of the City Guard but does not hold a crest of the Bastion, please report to your nearest and true City Guard.
10.) Creating of Prime Artifacts without notifying your nearest Guard will lead to immediate City Guard Investigation. It is advised that you follow up with us so that we can verify if our city will be safe enough for it's creation.
11.) Destruction of city property will lead to prompt investigation of culprits. If found guilty you will be forced to fix the property or deal with forceful consequences.
12.) No dreamer is to attack another dreamer in the presence of darkmares who are attacking us. Assist against the darkmares and THEN handle your personal vendettas. Failure will bring about prosecution from the City Guard.

I will have a Column that is based on news and findings of the City Guard.
Over the past two weeks, we have met to discuss the plans of moving the Mace from its location to another. As we all know, the Mace was Immersed in water. Water acting as a fuel and barrier for the mace. We felt as though the mace would be in a better location deep within the palisades, and behind one of the cell blocks where the energy could be capped.
Last night as we met in threshold, Lu Chaos decided to show up and sling out threats. Not once did he ask for information of what we were going to do. He just “assumed” we were going to go and destroy it, which we had zero intentions of.
As we traveled to the location site in Basin, Lu Chaos has portals blocked and began attacking. He beat us to the mace and was threatening to pull the plug on some contraption that was beside the mace, no one knew what it was or what he was talking about, but knew that he needed to float before he did something drastic. Lu Chaos floated beside the mace several times as he continued slinging chakrams and threatening us.
We attempted to remove and teleport the mace once Lu rage woke, but the mace did not end up in its intentional place as we knew that Lu fighting around the mace and grasping and banging on the contraption hindered our efforts. So folks, we tried, and you can thank your friend Lu Chaos for the mishap.
The mace is in the city somewhere, if located please seek the City Guard out and we will make sure it is moved to a more suitable location

For a while now we have been working on a project and keeping it under wraps, leading Lu Chaos to believe that we still had intentions of opening the Union As the headquarters for the City Guard. Correcting him and telling him any different wouldn’t have done much good anyways.
I was not going to allow him to interfere with the real location of the City Guard.
I still will not announce that quite yet, but am happy to say that we have made a big accomplishment in gaining our temporary badges and allowing us entrance inside. Thank you for support. I am very pleased with the direction that we are going.

December 28th
-bringing in items for storage and defense of the city. Right now we have two vaults, very limited space but it gives us enough room to keep items for our cause, as long as we are continually stocking when needed.
-membership. We have several members, but gaining those the we trust has been a task. We want to gain members that seek to serve the city against any threats.
-Our stance with Calenture. (Private) Though, by the end of the night, I decided to venture out and leave Calenture, as I felt their house is stable enough now to be successful.
-Forging of the Our badges.
-Banishing of Remulus: This is still being discussed.

Today we visited the conclave and explored around the city. There is a possibility that we may be able to banish Remulus into one of the cells and work our way towards a resolve with the mace. If anyone has suggestions, please seek us in the City, or please come to our next meeting.
We had two new potential members come forward this past week. Avayla and Clyntahn. Clyntahn asked if he could take the position of co-captain and had my approval PENDING that I would speak with Harkyn and Flower and come to an agreement. I informed Clyn that I would get back with him once this was done but I was fine with him beginning some public relations if he wished. Before it was all said and done, and even an official membership he taken place, he was telling everyone that he was in charge of the City Guard, giving false information.
When he brought Jade and Lu chaos to speak with Harkyn, he knew good and well that Neither of them would be welcomed there as Lu chaos has tormented the City Guard since day 1, and Jade holds old grudges. They were all asked to leave and did not, so of course a fight escalated. I don’t know what Clyhn was thinking... or maybe he wasn’t thinking at all, but needless to say, the City Guard does not need someone that only seeks to tear us down So we agreed that we did not need him.
Original City Guard History
The original City Guard was begun by Dane of the Order of the Sable Moon, and was partly responsible for bringing peace in a time of war.
Elder Balthiir tasked Isun to take over the reigns of the ancient City Guard, and Soulthief to revive the old City Council.
The Council was to be a law-making body that would help govern the Dream State, and it was intended that the City Guard would join with the council and enforce its edicts.
The ideas for the City Council fell through, but the City Guard remained and would help the City through difficult times.

Statement of Protocol
The City Guard is to conduct itself professionally at all times, regardless of situation or involved affiliations.
The Guard represents the City of Underlight in the aspects of keeping the peace for the entire dream, and not just a particular organization.
All house beliefs are to be set aside when making a judgement call, and no Guard member is to be forced to ignore his/her beliefs when handling a violent situation.
If necessary, it should be handed off to a Guardsman that can defend using violence.

Protocol
If alerted of a situation after it has occurred:
Find both involved, victim and suspect, and any available witnesses.
Find out the background to the situation from both parties, one at a time, not allowing the opposing party to speak during this initial questioning.
Then question the witnesses to confirm or deny the validity of both sides.
Determine from this questioning whom to speak with first, be it suspect or victim.
Keep in mind that a witness may be biased, due to affiliation, so find out all applicable information, not opinion.
Question the facts presented.
Allow both sides to speak calmly and comment on facts discussed.
Maintain control of both parties, not allowing the discussion to escalate into a dispute or possible violent situation.
After listening to the facts, separate the two parties involved and question each individually for information they may feel inclined to withhold, due to being intimidated.
After you feel you have all available facts, determine who is at fault, and report it to the proper authorities. (I.E. any available house guardian or ruler, if applicable, or make note on a codex and turn it in to the administration department to keep record of the offense.)
If necessary, escort the parties to a safe location, such as threshold.
Keep in mind, we are not the law. We cannot lay judgement or punishment without consensus of either the organization/house responsible for the suspect, or the majority of the Guard.
If you witness a situation:
Resolve the immediate problem.
Attempt to intervene without violence.
Isolate the two parties for questioning.
Continue with investigation as outlined above.
If the problem involves a violent act:
Identify yourself as a City Guardsman. Use the saying "City Guard! Cease and Desist!"(fire a warning shot into the air-to get attention)
Demand that both parties cease the act of violence.
If necessary, try to forcefully break up the situation. (I.E. Paralyze, Scare, Stagger, etc.) Do NOT damage either party.
If all else fails, threaten to fire upon them. If you have exhausted all options, and either your safety or any other innocent's safety is in danger, fire upon the aggressor. (the Guard should be using low-lvl effect chaks. Chalk chaks should only be used if there are no effect chaks available).
Do NOT collapse the aggressor unless he'she continues to resist. This is a LAST resort and is not condoned by the administration of the Guard, unless is dire need.
Remember, we try to protect, not harm.
Inform the proper authorities of the actions. Involve any house officials if applicable.
If time allows, evacuate any by-standers. Make sure all innocents are safe.
Try to find some form of back-up. If none is available, try to find a representative from both parties affiliations. Guardians of their house is preferred, if House members.
The Security Protocol:
Follow the above protocol when handling altercations at social events with the following exceptions.
Protect all the innocents first and foremost.
Isolate the parties involved from the gathering. Do not allow the situation to continue in public.
Protect the integrity and privacy of the group asking our assistance.
Do not allow unwelcome d guests into the group under any circumstances.
Offer to relay a message if necessary, or find and escort the requested party to the uninvited guest.
At any gathering, if you must leave the event, find a replacement.Never leave the gathering without security, if they have requested it.
Detective Protocol:
Follow all above questioning tactics with the following exceptions:
On any undercover operation, maintain your cover regardless of situation. Find a uniformed Guardsman if you need to confront a suspect.
While undercover, you are not given the authority to disobey the three basic laws of the City, nor are you permitted to violate oaths and strictures given by a house or organization. All houses' rights must be observed.
Administrative Protocol:
All Guardsmen involved in a situation should take note of the event and notify the Administration dept as soon as possible, but no longer than at the next Guard meeting. If possible, take notes and include entries from your "Journal of memories".
If any witness wishes to remain anonymous, do not release names to any of the Guard or parties involved OTHER than to Erasmus. Make sure to include ALL details in any reports, even the most obscure details.
Internal Conflict Protocol:
Any internal conflicts between Guardsmen should be handled through your Squad leader or the Captain of the Guard.
If it involves your Squad leader, notify the Captain of the Guard.
All information will remain classified.
Charter
The City Guard will:
Act as mediators in disputes between dreamers and Houses.
Investigate the complaints of alleged victims of crimes.
Assist the newly and recently awakened in locating certain areas in the dream, escorting them if necessary.
Enforce security measures at large gatherings.
Mobilize as a militia in the last line of defense for the City against the impending Chaos.
Organization
The Captain of the Guard will:
Be commander-in-chief of the militia in the event a mobilized force is needed to protect the City.
Act as chairperson of the Advisory Board, receiving reports from Squad Leaders and issuing Guard directives.
Coordinate squad activity when inter-departmental cooperation is needed.
Represent the Guard at City Council meetings.
The Patrol Squad will:
Periodically police high-risk areas such as the Cenotaph of Dread.
Deal with crimes against dreamers when witnessed or when called to the scene of a crime in progress.
Mediate disputes between those who agree to abide by the impartial judgment of the Guard.
The Security Squad will:
Handle crowd control at large gatherings such as tournaments, open meetings, and weddings.
Guard entrances to closed meetings, private group endeavors, and restricted social functions.
Assist dreamers in navigating the City, escorting them if necessary.
The Detective Squad will:
Register complaints of victims of crimes such as dreamer-collapse, theft of items or mare experience, sexual harassment, vandalism, and other offenses.
Interview witnesses, victims, and accusers in the course of an investigation, reviewing logs if necessary.
Maintain investigative records and records of City Guard duties.
The Administrative Squad will:
The Squad Leaders will:
Coordinate actions of their squads and assign specific duties to the appropriate guards.
Serve on the Advisory Board to report on squad activities.
Interview new members at their own discretion or at the recommendation of the Captain.
Act as a vehicle for the concerns of House and Free Spirit liaisons in their squads.
The Advisory Board will:
Include the Squad Leaders from the Patrol, Security, and Detective Squads; a liaison from the City Council, and the Captain of the Guard as chairperson.
Discuss future duties and review past operations in an effort to continually improve effectiveness.
Hear the requests of the City Council and House and Free Spirit liaisons, through the appropriate Board member, concerning the City's needs that fall under City Guard jurisdiction. [City Council will speak through their liaison;House and Free spirit liaisons must relay their concerns to their Squad Leader to take to the meeting.]
Propose amendments to the Charter.
Membership:
To be assigned to service in the City Guard, dreamers must:
Be in good standing in their House or the Free Spirit community as an honorable dreamer.
Be skilled in displaying the qualities of an impartial enforcer of law in the demeanor they present to others while on duty.
Have a working knowledge of the realms and areas of the Dream.
Never let House affiliations or philosophical beliefs affect their sense of justice.
Obtain the recommendation of at least one active guard and the recommendation of a House ruler or Free Spirit teacher, depending on their own affiliation.
Pass an interview with the Squad Leader and, if needed, the Captain and other guards from the squad.
Must attend one City Guard training class.
Balance of Power:
To insure that no House or Free Spirit group obtains too much power:
One slot is available in each squad for each active House, and there is one Free Spirit position per squad.(This is dependent on active membership and is flexible)
Guards must submit to a periodic review of their service by their Squad Leader and the Captain of the Guard in order to continue as a member of the City Guard.
The Squad Leader will be elected by a majority of squad members for a term of six months.
A Squad Leader may serve no more than two consecutive terms in office.
The Captain of the Guard will be appointed by the existing Captain for a term of six months.
The Captain may serve no more than two consecutive terms in office.
The Squad Leader position fills the one seat in the squad allowed to the group to which the Squad Leader belongs.
The Captain may be of any affiliation and does not fill a slot in any squad.
All guards act as liaisons for their affiliated group to their squad and may represent House and Free Spirit concerns to their Squad Leader.
Termination of Service:
A guard's service may be terminated if he or she:
Is found to have committed a crime or acted dishonorably.
Continually neglects to complete assigned duties.
Shows partiality to a House or group when making decisions.
When a Squad Leader's service is ended, he or she may:
Choose to stay on in the squad under the new leader.
Step down and leave his or her slot to another of the same affiliation.
When a Captain's service is ended, he or she may:
Fill any empty slots of their affiliation and join the ranks of the guard.
Amendments to This Charter:
Amendments to this Charter must be approved by a 2/3 majority of the Advisory Board and, if passed, approved by a majority vote of the guards.
The guards can force a vote of a proposed amendment by the signing of a petition by the majority of their number and presenting the petition to the Captain of the Guard.
